Ruwais is a town located some 240 kilometers west of Abu Dhabi city. The Ruwais-industrial and Housing Complex has been developed by ADNOC as a major contributor to the national economy and represents a series of multi-million-dollar investments by the company. The Ruwais story began in the 1970s, when plans were laid to transform a remote desert site into a self-contained industrial town, geared to fulfilling the downstream requirements of Abu Dhabi’s booming oil and gas industry. Centered around ADNOC’s Ruwais Refinery, the complex was officially inaugurated in 1982 by His Highness Sheikh Zayed bin Sultan Al Nahyan, the late President of the UAE and Ruler of Abu Dhabi, and the visionary behind Abu Dhabi’s remarkable development and prosperity. Once a small fishing headland from which a handful of people scratched a seasonal living, Ruwais today is one of the most modern industrial complexes in the Middle East. In addition to the original 120,000 barrels-per-day refinery, which was expanded in 1985 with the commissioning of a 27,000 b/d hydro cracker complex, major facilities at Ruwais include a natural gas liquids fractionation plant operated by Abu Dhabi Gas Industries Ltd (GASCO), a fertilizer plant run by Ruwais Fertilizer Industries (FERTIL), a marine terminal and a sulfur handling terminal. Industry needs people and so Ruwais has also been developed into a model ‘new town’ with a population of several thousand. The Ruwais Housing Complex, covering an area of six square kilometers, is located 10 kilometers away from the industrial plants. In line with ADNOC’S policy of offering staff and their families all modem amenities, comfortable air-conditioned housing units are set in beautifully landscaped grounds. The complex has its own shops, schools, banks, mosques, clinic and hospital, and a wide range of sporting and leisure amenities including a beach club and an ‘in-house’ TV and video station.

Jebel Ali (Arabic: ??? ????) is a port town, located 35 kilometres southwest of the city of Dubai in the United Arab Emirates (UAE). The port’s construction began in the late 1970s along with Jebel Ali Village (built around 1977) which was used, initially, for the construction workers of the port. The village has a thriving expatriate community with over 300 residents. With 67 berths and a size of 134.68 square kilometer (52 square miles), Jebel Ali is the world’s largest man-made harbour and the biggest port in the Middle East. The area is also home to “5,500 companies from 120 countries”.

In 1985 the Jebel Ali Free Zone (JAFZ) was established. JAFZ, an industrial area surrounding the port, allows the international companies who relocate there to enjoy the special privileges of the free zone. These include exemption from corporate tax for fifteen years, no personal income tax, no import or export duties, no restriction on currency, and easy labor recruitment. Al Maktoum International Airport (formerly Dubai World Central International Airport) is being constructed in the area.

The port of Jebel Ali has become the port most frequently visited by ships of the United States Navy outside the United States. Virtually all sailors who have completed shipboard tours have visited the port at least once. Due to the depth of the harbor and size of the port facilities, a Nimitz Class aircraft carrier and several ships of the accompanying battle group can be accommodated pierside. Due to the frequency of these port visits, semi-permanent liberty facilities (referred to by service personnel as “The Sandbox”) have been erected adjacent to the carrier berth.
